It is a very sad fact that animal welfare is practically non existent here in Spain. As a member of the EU it is ridiculous that more animal welfare strategies are not in place in this country. Animals being mistreated rely solely on independent charities and organisations - like The Easy Horse Care Rescue Centre. Please sign our current petition to re-home seven horses and one pig that are being kept in terrible inhumane conditions. We need the signatures to show the authorities that people demand something be done.

Thank you to everyone who signed the Easy Horse Care Rescue Centre petition to help rescue the horses locked in darkness in a shack.
Sadly, despite the huge amount of support we received, we have been unable to rescue these horses or get the owner punished for the mistreatment he has subjected these animals to.
The problem is that while here in the Valencian community of Spain there are strong animal welfare laws, the authorities charged with applying these laws are in many cases unable or unwilling to use them.
In this case, we asked that the horses be seized and removed from the owner using these laws. However, the council would not do so and would only take a softer approach. Instead of using animal mistreatment laws, which would have allowed seizure, fines and bans from keeping animals, the council used environmental laws to simply order the owner to remove the horses from the shack.
This meant that the owner was given 15 days notice to move the horses and told that if he did not comply the horses would be seized. Of course, the owner moved the horses at the 11th hour to avoid them being taken away.
At least the horses are out of the shack, but they remain in the possession of the person who subjected them to the horrific treatment. We are not confident that someone who thought this type of treatment was acceptable will now start to look after his horses properly in the unknown location to which they have been taken. It is highly likely that they will end up in a similar shack constructed elsewhere.
Until the authorities are prepared to use the laws available to them this kind of gross abuse of animals will continue. We will keep working toward getting these laws enforced.
Thank you again to everyone who signed the petition. Such a strong show of disgust at this treatment of animals from people from all over the world can only help us in our efforts to show the authorities that such treatment is not acceptable, that it is a crime and should be treated as such.

I don't know if you've already done so but you could find out what laws cover the treatment of these animals and who is responsible for enforcing them. If they are covered by EU legislation, you could write to the European Commission Secretariat-General's office to complain that EU law is not being enforced.
Before writing to the EU you would have to contact the relevant Spanish authority which is supposed to enforce the law and ask them to do so. If they refused you could then report them to the EU. EU members must uphold EU law.
Having said that, I tried to get the EU to force Italy to prosecute someone for contravening EU law on slaughter. This person was seen by millons of television viewers breaking the law but the Italian Embassy and agriculture ministry ignored my e-mails and letters. I then wrote to the EU to tell them Italy would not enforce their laws. The EU should have intervened but they fobbed me off with excuses. I haven't given up but I am trying to think of some other way.
Still, it could be worth trying. You might be able to get some advice from the Eurogroup for Animal Welfare:

Thanks for this. There are two main laws concerned with the protection of animals that can be applied to animals in the Valencian state community – the Penal Code (Codigo Penal), which covers all of Spain, and Ley 4/94 Generalitat de Valencia. It seems ludicrous to me that these laws aren't covered by EU legislation and I'm really hoping they are as this is definitely a route we can travel down in the future. I have emailed Rod and Sue so I'll let you know their reply.
